Background The government of Madhya Pradesh has implemented the ‘Niramayam Yojana’ scheme as a means of extending service and financial coverage for its populace. The scheme has registered some successes over the last few years pertaining to the highest enrollment of beneficiaries of any scheme in the country and high empanelment of providers. The government is keen to determine the impact the scheme has had thus far on UHC objectives. To this end the government has requested WHO to conduct and impact evaluation of the scheme.
Objectives 1. To assess the perception and experiences of empaneled healthcare providers (EHCP) with the Niramayam Yojana. 2. To assess the experience of beneficiaries who availed of hospitalization care under the scheme, with a specific focus on financial protection and satisfaction. 3. To assess the level of awareness about the scheme among eligible beneficiaries. 4. To provide recommendations for improving scheme performance.
Study Methods The study will adopt the WHO UHC framework for health financing policy, focusing on the intermediate objectives and final goals that health financing through schemes like Niramayam Yojana can influence. Each objective will have a specific methodology. The first objective will be achieved through the qualitative analysis of primary data from EHCPs collected through in-depth interviews using a semi-structured interview guide. The domains of inquiry will include experiences with various aspects of the scheme, including, empanelment, patient registration, admission of PMJAY patients, pre-authorization booking and approvals; claim submission and adjudication; payment amounts and timelines; experiences with the Implementation Support Agencies and the State Health Agency; and experiences with patients. Expected outcomes and use of results The study's outputs will include: • An evaluation of EHCPs' perceptions of the scheme. • An evaluation of beneficiaries’ awareness and satisfaction with in-patient hospital care, scheme processes, and level of financial protection. • An overall assessment of Niramayam Yojana and recommendations aligned with UHC goals.
