Scientific title Vulnerability Adaptation Assessments and Climate & Health Risk Profile development for Timor-Leste
Public title Situation analysis and vulnerability and adaptation assessments (V & A) for all municipalities of Timor-Leste including development of Climate and Health Risk Profiles (CHRP) of each municipality and publication of scientific papers
 
Background Timor-Leste is engaged in the Male’ Declaration and Regional Framework of Action for building health systems resilience to climate change endorsed by the Ministries of Health of the World Health Organization South-East Asia Region (WHO SEAR). There is a WHO Special Initiative on Climate Change and Health in Small Island Developing States (SIDS) in the African and South-East Asian Regions of the World Health Organization that includes a Regional Plan of Action (2018-2023). This plan includes two countries of WHO SEAR: Maldives and Timor-Leste. Vulnerability and Adaptation assessments followed by in depth situational analysis will allow the government to evaluate populations and better understand specific geographies within the country that are most vulnerable to different kinds of health effects from climate change. The climate and health risk profiles can also support to design policies and programmes to address the health risks of climate change and to incorporate into existing programmes within and outside health systems to ensure the efficient use of financial and human resources. Objectives 1.1 General objective The purpose of the study is to develop the National and Subnational Vulnerability and Adaptation Assessments for Timor-Leste including the development of Climate and Health Risk profiles at both national and municipal levels. 1.2 Specific objectives The study includes the following specific objectives: 1. To conduct a literature review and stakeholder discussions with WHO, MOH, national counterparts and other key stakeholders. 2. To conduct in-depth situational analysis, update the National Vulnerability and Adaptation Assessment Report and develop the subnational Vulnerability and Adaptation assessment for 13 municipalities and the Special Administrative Region (Oecussi).
Study Methods The major components of the methodology will include: 1. Undertaking a thorough literature review 2. Conducting interviews and focus group discussions with selected key informants 3. Organizing workshops 4. Collecting data (qualitative and quantitative) 5. Undertaking field visits 6. Undertaking analyses of data 7.
