Background |
The last STEPs survey in Timor-Leste was in 2014. Furthermore, the country has identified gaps in data on some related conditions and issues. The out-of-pocket expenditure for NCDs and in-door air pollution doe to use of unclean fuel for cooking are growing concerns which has not been measured in any household survey. In the background of the recently approved regional action plans on oral health and eye care the Government is keen to get information on care seeking behaviour. Thus, the present survey adapted from WHO STEPs survey and is designed to obtan country specific information related to adults as well as households.
Another unique feature of the proposed survey is the inclusion of a health facility survey component to have an assessment of the availability and readiness of NCD services in different levels of health facilities in Timor-Leste. In 2022 the Ministry of Health, Timor-Leste designed and released the essential service package for the government facilities in the country. The proposed survey is designed to assess the availability and readiness of the NCD services as prescribed by the Essential Service Package |
Objectives |
General objective is to determine the prevalence of NCDs, NCD risk factors, selected care seeking practices among on NCD related conditions and out-of-pocket expenditures for NCDs among adults and to assess the availability and readiness of services for NCDs and mental health in the facilities in Timor-Leste. |
Study Methods |
The household survey and the facility survey will be conducted concurrently with data being collected by the members of the same team. Methodological aspects of the two surveys are described separately.
Household survey
• This study will use a cross-sectional design
• The study population will be a nationally representative sample of persons aged 18-69 years old
• A multi-stage cluster sampling method will be used to obtain a nationally representative sample of 4322, 15-69 years old individuals.
• A multi-stage sampling method will be used
• The tool for the household survey was by adopting WHO STEPS survey instrument.
• Data collection will be using a stepwise process as in the STEPs survey.
• A total of 14 teams will be formed comprising 3 members.
• A 5- day training workshop will be conducted
• A written informed consent will be obtained
• The report will include simple descriptive and analytical statistics
Facility survey
• This study will use a cross-sectional design
• The survey will include the following categories of health facilities to represent different levels of health care facilities in the country
o Tertiary- National hospital (only one in the country)
o Secondary- All five Referral hospitals
o Primary- all the CHC1, CHC2 and CHC 3 and Health Posts (with a doctor) located in the in the 28 sub-districts
• The tool was adapted from the Harmonized Health Facility assessment (to collect data through key informant interviews, observation and/or record reviews.
• The supervisors of the team will be the administrator of tool the health facility survey
• The Ministry of Health will issue administrative clearance to the selected health facilities and will facilitate appointments for the data collection appointments. |
Expected outcomes and use of results |
the Ministry of Health and other national agencies are intensifying efforts to control NCDs and their risk factors. Recently approved regional action plans on oral health and eye care the Government is keen to get information on main issues of concern among adults and care seeking behaviour. Thus, the present survey adapted from WHO STEPs survey and is designed to provide information related to NCDs and NCD risk factors among adults as well as the other important country specific information related to adults as well as households.
Being conducted at the early stages of the implementation of Government endorsed Essential service package, the proposed facility survey will serve as the baseline situation that can be referred in the future to support evidence-based decision-making in planning and rolling out the Essential Service Package in relation to the NCD services in the country. |
